The Construction Phase Plan covers all health and safety aspects related to the actual construction work. In the case of a notifiable project, the Principal Contractor is responsible for developing and maintaining the Plan, though even for projects that are not notifiable it is highly advisable that the contractor responsible for the work should produced an equivalent document, albeit in a simplified form.
It is essential that the Construction Phase Plan be produced before any construction work actually starts and should contain sufficient information so that work can begin without causing risk to health and safety.
Once construction work has started, the Construction Phase Plan should be treated as a "living" document that is maintained up-to-date to reflect the latest information about risks on the site. In particular, the Construction Phase Plan should include the Site Rules, which are drawn up to take account of those risks that are specific to the particular type of construction.
